The latest version of the federally-sponsored HARP (Home Affordable Refinance Program) program is being implemented in early 2012. This program is for underwater homeowners who are having trouble making their mortgage payments, but have not yet defaulted on the loan, or who have loans with high interest rates, but not enough equity to refinance by conventional means. To qualify, the loan must be insured by Fannie Mae or Freddie Mac and must have been securitized before June 1, 2009. Loan amounts must conform to local limits, which in Contra Costa and Alameda counties is $729,750. Homeowners must be current on their mortgage payments with only one late payment in the previous 12 months, and they must be employed, although there is no minimum credit score. Homeowners who meet the fairly rigid qualification guidelines may find this to be an excellent option for home retention.
